EU Policies

456 The European Neighbourhood Policy (ENP) was launched in 2004, to help the EU support and foster stability, security and prosperity in the countries closest to its borders. The EU remains committed to these goals, but events of recent years have demonstrated the need for a new approach, a re-prioritisation and an introduction of new ways of working The year 2014 was one of great challenges and major achievements for the Eastern Partnership, the joint initiative of the EU and six neighbour countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova  and Ukraine) that represents the eastern dimension of the European neighbourhood policy (ENP) image003The European Parliament Resolution of 26 February 2004 with a European Parliament Recommendation to the Council on EU policy towards the South Caucasus -  due to its geographical location, the South Caucasus can play an increased role in strengthening international security; whereas if it is instead left out of the evolving networks of interdependence and cooperation, the susceptibility of the South Caucasus states to the danger of instability from neighboring regions would increase. The European Parliament Resolution of 17 January 2008 on a more effective EU policy for the South Caucasus: from promises to actions - Considers that finding a peaceful solution to the unresolved post-Soviet conflicts is the key to achieving political stability and economic development in the South Caucasusas well as in an extended regional context; underlines the fact that the EU has an important role to play in contributing to the culture of dialogue and understanding in the region and in ensuring the implementation of the UN Security Council Resolution 1325. The European Parliament Resolution of 17 January 2008 on a Black Sea Regional Policy Approach -   Underlines that the unresolved conflicts persisting in the Black Sea region constitute a major challenge to the stability and sustainable development of the region, as well as an important obstacle in the process of fostering regional cooperation; calls therefore for more active and comprehensive EU involvement in the ongoing efforts to resolve the conflicts, in accordance with international law and the principles of territorial integrity, and for a deeper engagement on the part of the EU in conflict management and peace-keeping operations; considers that the EU has a key role to play in contributing to the culture of understanding, dialogue and confidence-building in the region. The European Parliament Resolution of 20 May 2010 on the need for an EU strategy for the South Caucasus -  Emphasizes that retaining the status quo in the conflicts in the region is unacceptable and unsustainable, since it bears the constant risk of an escalation of tensions and a resumption of armed hostilities; considers that all sides should actively engage to achieve stability and peace; advocates the use of cross-border programs and dialogue among civil societies as tools for conflict transformation and confidence-building across the division lines; underlines that the EU has an important role to play in contributing to the culture of dialogue in the region and in ensuring the implementation of relevant UN Security Council resolutions. The European Parliament Resolution of 20 January 2011 on an EU strategy for the Black Sea -  Recalls that the Black Sea region needs active policies and long-lasting solutions to cope with the considerable regional and transnational challenges facing it, such as protracted conflicts, displaced populations, bilateral disputes, closed borders and strategic rivalries leading to militarization and proliferation of arms, weak institutions and governance and the deterioration of democratic rule, cross-border crime and trafficking, border and movement management, and poor maritime security and safety.
