In February, 2019 the Foreign Relations Committee started thematic inquiry on Disinformation and Propaganda pursuant to the goals set out in 2018-2020 Strategy of Foreign Affairs Committee and under the Article 155 of the Rules of Procedure of Georgian Parliament. The objective of the Thematic Inquiry was to research and analyze the major challenges and problems existing in the country on issues of disinformation and propaganda.

Georgia’s Reforms Associates (GRASS) was one of the invited organizations to the thematic inquiry process. Within the inquiry, GRASS shared its expertise and opinions on the issues relation to disinformation to the parliament of Georgia.

This document represents GRASS’s written contribution to the questions prepared by the thematic inquiry group. The document reviews the challenges related to disinformation and propaganda in Georgia and includes GRASS’s recommendations to the parliament on the counter disinformation policies and measures based on the international best practices.

The document was sent to the parliament in March, 2019.
