“EU CANDIDACY CHECK” CONSISTS OF 4 SECTIONS: METHODOLOGY
1. EUROPEAN UNION REQUESTS: Priories defined by the EU are described unchanged
2. EXPECTATIONS: Compilaon of the Expectaons of different actors, parcularly:
- Expectaons of the EU based on the Opinion of the EU Commission and public statements of the EU Instuons, EU Delegaon to Georgia and representaves of the Member States;
- Expectaons of the Civil Society, based on the plan presented by the CSOs, statements and reports;
- Expectaons of the polical pares, based on the plan presented by the pares and statements
3. STATE OF PLAY: describes the implementaon status of the priories based on:
- Dra laws iniated in the Parliament;
- Statements and reports of the state instuons;
- Assessments and statements of the polical pares;
- Assessments and statements of the policians;
- Statements, reports and assessments of the CSOs;
- [ published by the cabinet of the Chairman of the Parliament;
- Informaon received through communicaon with the abovemenoned actors.
4. CHALLENGES: The list of remaining challenges/problems concerning each recommendaon based on:
THE IMPLEMENTATION OF THE PRIORITIES IS RATED WITH 4 DIFFERENT VERDICTS:
1. FULFILLED: Priority is fully implemented;
2. MOSTLY FULFILLED: Substanal part of the priority is fulfilled, but some issues sll remain to be addressed;
3. PARTIALLY FULFILLED: Some issues related to the priority have been addressed, but the essenal part of the requirements sll needs to be addressed;
4. TO BE FULFILLED: Priority is sll to be fulfilled, or the situaon related to this requirement is deteriorang, or only a minor and relavely insignificant part of the priority is fulfilled, which doesn’t change the overall picture.
